Rules meant to prevent junkets such as the golfing trips to Scotland organized by lobbyist Jack Abramoff, who is now serving time in federal prison, have also swept up fact-finding and oversight in South America and sub-Saharan Africa, Congressional Quarterly reports. Former GOP Aide's Guilty Plea Highlights Importance of Gift Reporting

Former Republican aide Trevor Blackann has pleaded guilty to filing a false tax return for not reporting more than $4,100 in gifts from lobbyists. The plea highlights the importance of reporting such gifts, which included a 2003 trip to the World Series in New York City valued at more than $1,000 counting airfare, game tickets, a souvenir jersey and admission to a "gentlemen's club." Obama Softens Ban on Hiring Lobbyists

President-elect Barack Obama, who vowed during his campaign that lobbyists "won't find a job in my White House," will allow lobbyists on his transition team as long as they work on issues unrelated to their earlier jobs. Obama's transition chief laid out ethics rules that bar transition staff from lobbying the administration for one year if they become lobbyists later, and portrayed the rules as the strictest ever for a transfer of presidential power.
