In a collision of 21st century media and 1970s political reforms, state regulators are wondering whether online political activism amounts to lobbying, which could force Web-based activists to file public reports detailing their finance, the Associated Press reports. Former Republican aide Trevor Blackann has pleaded guilty to filing a false tax return for not reporting more than $4,100 in gifts from lobbyists. The plea highlights the importance of reporting such gifts, which included a 2003 trip to the World Series in New York City valued at more than $1,000 counting airfare, game tickets, a souvenir jersey and admission to a "gentlemen's club."
