Welcome to the official CUSA (Corrections USA) website. CUSA is a not-for-profit corporation formed by correctional officers in 1998 to provide national representation to correctional officers employed by federal, state and local governments. We proudly represent over 80,000 publicly employed correctional officers from across this nation. CUSA educates the public, media, and elected officials, advocates for change, and provides a network of information on corrections. We work hard to improve the image of our profession and the lives and working conditions of correctional officers nationwide. Message from the Chair: I am pleased to report that the House of Representatives passed H.R. 980 by a bipartisan vote of 314 to 97 on July 17, 2007. The "Public Safety Employer-Employee Cooperation Act of 2007" guarantees the rights of law enforcement officers in all 50 states to collectively bargain for better wages, benefits and working conditions. A special thank you to all correctional officers who took the time to write to their Members of Congress. Click Here to see how your Member of Congress voted on H.R. 980. CUSA commends Chairman Miller, Chairman of the House Education and Labor Committee, and Congressman Dale Kildee, who introduced this bill, for their leadership. Approximately twenty states do not fully protect the collective bargaining rights of public safety employees. Virginia and North Carolina prohibit public safety employees from collectively bargaining. The bill would provide basic labor protections for state and local public safety workers, including: The right to join a union; The right to have their union recognized by their employer; The right to bargain collectively over hours, wages and terms and conditions of employment; A mediation or arbitration process for resolving an impasse in negotiations; Enforcement of the bill’s provisions through the courts. This new law requires that the custody and supervision of state and local inmates be exercised by county and state correctional officers and prohibits private ownership or operation of state or local correctional facilities.
